Idéation communautaire des paysages : exploration d’un processus participatif au carrefour des pratiques aménagistes et créatives

Abstract

Modèle intégré et peu remis en question, la consultation publique à échelle municipale, schéma participatif majoritaire en aménagement au Québec, comporte pourtant certaines limites d’application, offrant souvent une marge d’action réduite et tardive aux populations. La présente recherche-création a pour objectif d’interroger ces pratiques pour explorer des participations alternatives. Le croisement des RSVP Cycles et de la médiation paysagère, deux concepts promulguant des scénarios participatifs au carrefour des disciplines, notamment créatives, a révélé des piliers sur lesquels fonder des protocoles expérimentaux. Une méthodologie à quatre composantes a été établie afin de tester le potentiel de la création à ouvrir de nouvelles avenues participatives. Un atelier créatif communautaire de diagnostic paysager a d’abord été mené en juin 2023 dans le village du Bic (Bas-Saint-Laurent). Sept participantes y ont abordé leurs paysages par différents filtres de perception, avant d’en développer des visions imaginaires. Le travail créatif intrinsèque à cette recherche a ensuite mené à transposer les portraits paysagers en une œuvre inédite, cartographie sensible et imaginaire intitulée Transportez-nous à la découverte de votre Bic!. Cette œuvre a été diffusée lors d’une exposition éponyme, dont la réception a alimenté une réflexion sur l’atelier. Enfin, un carnet de bord a suivi les pérégrinations du processus. Les résultats de ces quatre étapes concluent que les participantes ont su produire, par la création, un diagnostic paysager enrichi de leur attachement sensible aux lieux. La recherche révèle ensuite un fort potentiel de design dans l’expression des paysages de manière créative. L’étude confirme enfin le fort potentiel participatif de la démarche, ayant éveillé une participation engagée et un engouement communautaire. L’exploration a alors révélé la création comme un levier participatif puissant. La recherche se conclut par des ouvertures sur l’application de processus participatifs à tendance créative aux schémas consultatifs en place. This research-creation project aims to explore alternative forms of public participation in landscape architecture and urban planning, challenging the commonly used public consultation model in the province of Quebec. The intersection of RSVP Cycles and landscape mediation, two concepts exploring participatory scenarios at the crossroads of disciplines, particularly creative ones, has revealed pillars on which to base experimental protocols. A four-component methodology was established to test the potential of creation to open new participatory avenues. A creative landscape diagnosis workshop was first conducted in June 2023 in the village of Le Bic. Seven participants used various prompts to build portraits of their landscapes through their emotional attachment, before developing imaginary visions. The protocol led to the creation of an imaginary map, called Transportez-nous à la découverte de votre Bic!, which was then showcased at an exhibition. Finally, a record book documented the process. The results of these four stages first conclude that, through creation, the participants were able to produce a landscape diagnosis enriched by their emotional connection to their territory. The research also reveals a strong design potential located into the creative expression of landscapes. Finally, the study confirms the strong participatory potential of the approach, having harnessed a collaborative commitment and community enthusiasm. The thesis, after revealing creation as a powerful participatory lever, concludes with suggestions for integrating creative participatory processes into existing consultative schemes.
